For the first time in many years, tax collection has
reached well above the 75% of warrant mark.  This
means that more and more property owners are
current with their property taxes in Portville.  By March
31st, Portville had collected 84.9% of the tax warrant
for town, county, and delinquent school and village
taxes.  This is a remarkable percentage that we all
should be very proud of in our community.  Thank you!

04/13/2009: Great Tax Collection Record!
The Village of Portville maintained a flat millrate of $8.86
per $1,000 of taxable assessed value for the village tax
years of 2008 and 2009.  While the village's 2009
budget dropped slightly from $263,813 to $260,057, the
number of village property exemptions rose which
reduced the taxable assessment roll.

With the support of the county sheriff, office of real
property tax services, other county agencies and the
US Postal Service, the Town Board passed a
Resolution to standardize on the naming of sections of
SR417 and SR305 that are within the town.  The
standardized naming will now be Olean Portville Road,
Portville Ceres Road, Portville Eldred Road, and Portville

07/16/2009: Street Name Standardization
At the request of the town justice, the Town Board
passed a Resolution to enable the filing of a Justice
Court Assistance Program grant application that would
enable the municipal government to make its
bathroom(s) ADA-compliant and its court clerk's office

07/16/2009: JCAP Grant Application
A letter of intent covering the next month was signed
between the Portville Central School District and the
town to enabling parking lot and driveway repairs at the
school by the town.  The town provides the personnel
and equipment and the school provides the materials.  
A longer term agreement will be drafted for

07/18/2009: Letter of Intent Signed
A new health insurance program was approved by the
town board that will lower of future premiums by
around $12,000 per year.  The new program from
BlueCross BlueShield of Western New York, called
POS 7100, uses prepaid health cards and reduced
premiums.  As a result of this action, the supplemental
deductible program provided by Colonial Life will be
cancelled.  Paid health insurance is provided only to
full-time, permanent employees.
07/18/2009: New Health Insurance Program
The Town of Portville as lead agency and the Portville
Central School District as fiscal agency, along with the
Village of Portville, Westons Mills Fire District and
Portville Fire District as participating agencies have
received $336,024 to implement a shared fuel facility at
the Town of Portville municipal building site.  









Savings and cost avoidance is in excess of $1 million
over two years.  Senator Cathy Young and
Assemblymember Joe Giglio announced the grant at a
press conference held Friday July 31st at the Portville
Central School.  They praised these five agencies for
their collaboration and successful efforts to save
taxpayers money while improving the environment.

Town tax collection ended on March 31, 2010 with
84.6% of the $2,376,308.75 town and county tax
warrant having been collected.  The collection
percentage was 0.2% lower than 2009.
04/24/2010: Final Collected Tax Warrant
Randy Sprague has requested that the dirt section of
Mayville Road be formerly abandoned by the town.
Public hearing and necessary legal processes are
subsequently be scheduled by the town.
03/27/2010: Road Abandonment Request
NYS-DOT has approved the town's request for a 35
MPH speed limit on Butternut Brook Road and a 40 MPH
on West Windfall Road.
03/27/2010: Speed Reductions on two roads
The town board passed on a 3-1 vote resolution
RES-20100421.11
to place Local Law 1 2010 on the
November 2, 2010 ballot that would enable the voters to
decide whether or not the town supervisor term of
office should be changed from 2 to 4 years.

that enacts
Local Law 2 2010 that clarifies the
residency requirements for appointed positions and
supercedes Local Law 1 2006.

making July 1, 2010 Daniel T. Martonis Day in
recognition of his significant contribution to the Town of
Portville's assessment processes and customer
service.  Dan had to resign earlier this month because
of his recent promotion to Director of Cattaraugus
County Office of Real Property Tax Services.

appointed Steffanie Bell as acting
assessor for the period April 21,
2010 through December 31, 2010
at a monthly compensation of
$1,925. Steffanie was previously
the Acting Deputy Assessor.

Town is currently running a little bit more than $23,000
under budget. However, the highway department is
$8,800 over budget which hopefully will be attenuated
in the spring and fall months.
